Everything that exists is already out there

I just heard of this theory, that everything in the material universe already exists. This means, all the atoms/particles that are needed to create a new planet, solar system, galaxy or even a new drop of water is already in existence. Matter, they say, is constantly in motion, evolving and changing. This theory is just fascinating.
